Message from the CEO
Long Beach Transit has been busy these last few months. Launching a new route and promoting and hiring new leadership and employees while ensuring we continue connecting the communities we serve.
Many things happen all at once, so when it’s time to make a decision, please consider my inspirational quote:
“Train your mind to see the good in everything… Positivity is a choice. The happiness of your life depends on the quality of your thoughts.” -anonymous
As we continue to move through 2022, change will continue to happen. Sometimes slow and sometimes quicker; however, we should always move toward the positive. Certain times are more fleeting or challenging, but we can all choose positivity and practice gratitude daily.

Meet the TSD’s Administrative Staff
Under the leadership of Executive Director/Vice President Lee Burner, Transit Service Delivery and Planning has had a lot of changes in leadership and staff in the past several months.
Kobii Howard
Superintendent of TSD, 27 years at LBT
Kobii joined LBT as a Bus Operator and was promoted to Transit Supervisor in 2002. He became Superintendent in April 2022.
He’s excited for the new faces at LBT who are contributing new ideas to improve service in the future, in addition to slowly returning to normal service after the pandemic. Kobii strives to make LBT better by considering his decisions from the customer’s perspective. He focuses on enhancing the customer experience while promoting efficient service to get customers where they need to go. He draws on his many years of service, particularly as a Supervisor, to inform his decisions.
His leadership philosophy is to lead by example.
Latrece Brisker
Superintendent of TSD, 7 years at LBT
Latrece joined LBT as a Customer Service Clerk and then became a Bus Operator shortly after. She became a Transit Supervisor in 2018 and was promoted to Superintendent in June 2022.
Latrece focuses on making everyday life better for the customers served by LBT by taking the time to meet with operators and listen to their feedback. As a former Operator, she understands the challenges and opportunities faced each day. She ensures the needs of operators are being met so they are equipped with the tools to provide the best service possible.
Her leadership philosophy is to be a participative leader, which means being a present listener and going out of her way to check-in with LBT Operators.
TSD has about 450 operators
There are 26 Transit Supervisors.
TSD is the largest department at LBT.
Chaka Garbutt
Dial-A-Lift Coordinator, 23 years at LBT
Chaka joined LBT as a Bus Operator, then moved on to dispatcher, supervisor and became the Dial-A-Lift Coordinator six years ago.
Prior to joining LBT, Chaka worked with people with disabilities, and she is very passionate about it. She spends most of her time promoting Dial-A-Lift, which is LBT’s curb-to-curb, share-ride paratransit service exclusively for people with disabilities who cannot use our fixed-route service. Chaka makes every day life better for customers and her co workers by spreading light and having a positive attitude. She recently joined the City of Long Beach’s Citizens’ Advisory Commission on Disabilities, which is a further testament to her passion for serving, helping and advocating on behalf of people with disabilities.
Miki Deckner
Transit Analyst, one year at LBT
Miki, who is one of LBT’s data experts, previously worked at OptumRx and was excited to join LBT because working in transit is her dream job.
To make more informed decisions about service, Miki regularly works with others within her department to collect data. Miki collects information on LBT’s service delivery, including data about on-time performance, looking at locations of stops, or other factors on the road that could be causing an issue. Miki makes every day life better by making actionable suggestions on how to improve service by digging into the data and identifying potential service-related issues.
Catching up with Transit Supervisors
LBT caught up with two Transit Supervisors: Paul Pisciotta, who has been with the organization for 26 years, and Sam Chagoya, who has been at LBT for eight years. With the wave of new faces and promotions at LBT, both supervisors had some insight to the past, present and future of LBT.
Paul Pisciotta
Transit Supervisor
Paul joined LBT in 1996 as a Utility Worker and then became a Mechanic before becoming a Transit Supervisor in 2002. He’s seen the culture of the organization change over the years, in addition to management. But one of the biggest changes Paul’s seen over the years that’s made a large impact to TSD, is technology.
With the use of individual driver data and the implementation of KPIs in the past several years, Paul said there’s been more accountability within the department. Operators often take pride in their on-time performance and it motivates them .
“It gives them a sense of self-worth and an improvement to the skill, so they have more ownership (of their work),” Paul said. “It’s become more streamlined and true.”
Paul is excited to see how new technology advances LBT’s future, including using more computers instead of paper and the improvements to battery-electric bus technology.
Sam Chagoya
Transit Supervisor
Sam joined LBT as a Bus Operator in 2014 and became a Transit Supervisor in 2021. As someone who grew up relying on public transportation, he is passionate about helping people get to their destination, especially when it is their only means of transportation.
As one of the newer supervisors, Sam said he’s gathering information from the other supervisors, in addition to drawing from his recent experience as a Bus Operator. One of his biggest priorities is reliable service for customers.
“If the moment comes, we’re not reliable, we’re not reliable for these people,” Sam said. “If they get to the opportunity to get a better form of transportation, they could leave.”
Sam has enjoyed seeing LBT grow its services and expand into other parts of the region. He’s excited to see how that will continue in the future.
Notable Updates
ELT Employee Engagement
As LBT operations slowly return to normal from the pandemic, members of the Executive Leadership Team (ELT) will be taking the time to visit employees throughout the organization. In the upcoming months, you can expect to see LBT’s leadership in person at various activities.
In September, President and CEO Kenneth A. McDonald and Transit Service Delivery Executive Director/Vice President Lee Burner visited with operators at LBT1. CEO McDonald and the ELT look forward to seeing more employees soon!
AquaLink Returns to Off-season Schedule
Summer may be over, but the AquaLink is still on the water Friday through Sunday every week during the off-season schedule. You can catch AquaLink at either Alamitos Bay or Aquarium Dock 4 for $5 per one-way trip. At this time, AquaBus continues to be out-of-service and due to the Queen Mary being closed, AquaLink is not stopping at the Queen Mary. To learn more visit ridelbt.com/aqualink.
Community Events
Back to School
The Community Relations team went to numerous back to school events, in addition to visiting several campuses, to promote LBT’s services and the GoPass in recent months. Events included the Back-to-School Summer Jam in North Long Beach, where students received free school supplies.
Beach Streets
The Community Relations team represented LBT at Beach Streets on Sept. 17, 2022, where the city closed streets in East Long Beach for residents to walk, bicycle and play. Community members and employees stopped by the Community Relations booth to take a photo in front of our Zero-emission bus.
Long Beach Youth Festival
The Community Relations team and other employees represented LBT at the Long Beach Youth Festival on Sept. 24, 2022, where kids enjoyed performances, engaged in networking opportunities and learned about resources available to them.
